Jay Rowland Ferguson Jr. was born on the 25th of July 1974 in Dallas, Texas. His mother is Bobbie Ferguson, a former actress who is currently the Entertainment Liaison for the U.S. Department of Homeland Security. As a child, Jay moved to Southern California with his mother and attended the The Pacoima Fine Arts Magnet School in Pacoima, California. Jay has been referred to by the paparazzi as a member of actor Leonardo DiCaprio's "Posse", a group that partied with DiCaprio and accompanied him during shoots, which consisted mainly of former child stars. This group also included illusionist David Blaine and Spider-Man actor Tobey Maguire.

Jay played the lead role of "Ponyboy" in the short-lived Fox series The Outsiders. He then went on to play "Taylor Newton" in the CBS series Evening Shade. He also starred as “Sheriff Rudy Dunlop” in the WB's Glory Days, and had a recurring part as "Dr. Todd Hooper" in another CBS series, Judging Amy. Jay was an executive producer on the short film Passengers, in which he also starred, and the indie film Swedish Auto. He also starred in the short film Spreading the News.

Jay has a recurring role as "Agent Warren Russell" on the Showtime series Sleeper Cell.
